California Schools & Local Public Safety Protection Act of 2012
We can’t afford more cuts to our vital services. The Schools and Local Public Safety Protection Act of 2012 is the only initiative that takes care of the whole state, by replenishing the General Fund. It funds schools, cities and counties. It funds health and dental care, childcare, police, fire, parks, transportation and programs for seniors, disabled and the poor.
The Schools and Local Public Safety Protection Act of 2012 is a Millionaires’ Tax that asks the richest Californians to pay their fair share to help fund public education and vital public services, pays down the debt we owe to schools, and does not raise income taxes on the poor or middle class.
This initiative is a balanced solution. After several years of massive cuts, this initiative helps balance California’s budget without raising income taxes on those hit hardest by the recession.
It is essential that we succeed in November to avoid additional devastating cuts to our most critical programs. This initiative gives us the best chance to avoid these cuts.
Bringing our budget into balance will allow us to reinvest in programs that have sustained deep cuts during the recession, such as healthcare and our universities.
All the revenue increases in this initiative are strictly temporary, designed to restore education funding and bring California’s budget back into balance during these difficult times.
This initiative guarantees that new revenue for education will be spent on schools at the local level, not administrative costs or Sacramento bureaucracy. It also requires transparency through a public audit when funds are allocated, so Californians can ensure our schools are getting the money they deserve.
The public safety realignment implemented in 2011 helped balance California’s budget and gave local government more control over how money is spent in our communities, bringing government closer to the people. It is essential that the realignment be made permanent by the voters, and this initiative will do exactly that. It guarantees that public safety funding will go straight to local governments, without being touched by Sacramento politicians.

Poll: Obama holds double-digit lead over Romney nationally

President Obama holds a double-digit lead nationally over the two GOP presidential front-runners, according to a CNN/ORC poll released on Wednesday.
Obama leads Mitt Romney 54 percent to 43 percent, and leads Rick Santorum 56 percent to 40 percent.
That’s Obama’s widest lead to date in the CNN-ORC poll, which is the second poll this week to show the president pulling away from his potential Republican rivals nationally. A Suffolk University poll released earlier this week showed Obama leading Romney by 10 percent, and holding a 12 percent lead over Santorum.
In addition, a Quinnipiac University poll released on Wednesday showed Obama pulling away from the GOP field in three swing states, Florida, Ohio and Pennsylvania, that will be critical in determining the outcome of the 2012 election.
Obama’s favorability rating is far better than that of either Romney or Santorum, with 56 percent of those surveyed saying they have a favorable view of the president compared to 42 percent unfavorable.
Romney and Santorum are both deep underwater with their favorability ratings, which is perhaps a result of the elongated and increasingly contentious primary season. Only 37 percent have reported a favorable view of Romney, compared to 49 percent unfavorable, while 35 percent have a favorable view of Santorum, versus 42 percent unfavorable.

It’s Time to End the Taxpayer Subsidies for Big Oil

Tomorrow, Congress has a real opportunity to do right by the American people. In response to President Obama’s repeated call to end the unwarranted tax breaks for big oil companies – which cost the American taxpayers billions of dollars each year – Congress will vote on a bill that could end these subsidies once and for all.
There are a lot of tough issues that come before Congress each year. This is not one of them. After all, these are tax breaks that oil companies don’t need and that we can’t afford. It should be a no brainer.
The United States has been subsidizing the oil industry for a century. President Obama believes that’s long enough. In fact, some of the oldest tax breaks for the oil companies date back to 1913 – a time when there were only 48 states in the Union and Ford was still producing the Model T.
After 100 years, there’s no reason for Congress to keep these subsidies on the books, especially right now. Today, as American families all across the country are feeling pain at the pump, the oil industry is posting record profits. In 2011 alone, the three largest American oil companies made a combined profit of more than $80 billion, or more than $200 million per day.
Now, we don’t begrudge companies for being successful in America. We want them to thrive and grow. But we also have to get our priorities straight. We have to invest in our future, not subsidize the past. Yet in the latest budget proposal by House Republicans, they want to keep the billions in tax breaks for oil companies in place while slashing discretionary investments in clean energy programs by nearly half. That just doesn’t make sense.

Today in New Hampshire, President Obama renewed his call to repeal the $4 billion in subsidies that taxpayers provide the oil industry each year and said there’s only one real path forward for America’s future — an all of the above approach that develops every source of energy available to us.
He also addressed the idea that we’ll be able to drill our way to lower gas prices and energy independence:
The President is directing the federal government to address a range of issues that are having a real impact on what each of us pays at the pump. For starters, he’s working to prevent speculators from taking advantage of uncertainties in the commodities market and trying to reduce bottlenecks in the supply chain.

US jobless claims fall to lowest level in 4 years

WASHINGTON (AP) — The number of people seeking U.S. unemployment benefits dropped last week to the lowest level in four years, adding to evidence that the job market is strengthening.
The Labor Department said Thursday that weekly unemployment benefit applications fell 5,000 to a seasonally adjusted 359,000.
That’s the smallest number of applicants since April 2008. The four-week average, a less volatile measure, declined to 365,000.
The department also made its annual revisions to the past five years of unemployment benefit data. The revisions increased the number of unemployment benefit applicants in recent months. But the downward trend remains intact.
When unemployment benefit applications drop consistently below 375,000, it usually signals that hiring is strong enough to lower the unemployment rate. The decline has coincided with the best three months of hiring in two years.
From December through February, employers added an average of 245,000 jobs per month. That has pushed down the unemployment rate to 8.3 percent, the lowest in three years.
Companies are hiring more because the economy is picking up.
The economy grew at an annual rate of 3 percent in the final three months of last year. That was better than the 1.8 percent rate in the previous quarter.
There are other signs the economy is steadily recovering. Companies ordered more durable goods last month. That’s a sign rising factory output will likely boost economic growth.
Consumers remained confident in March, even as gas prices jumped. That suggests greater hiring is offsetting the harm to confidence from higher gas prices.
Even the battered housing market is showing signs of improving. January and February comprised the best winter for sales of previously occupied homes in five years, according to the National Association of Realtors.
One concern is that rising gas prices will force consumers to cut back on discretionary spending. That could weigh on economic growth and slow hiring. The Federal Reserve says it expects oil and gas prices to temporarily boost inflation but predicts that longer-term inflation should remain stable.
The job market still has a ways to go to fully recover from the Great Recession. More than 12.8 million people remain unemployed and the economy still has 5 million fewer jobs than before the downturn.
But the more robust job market has caused some so-called “discouraged workers” to start looking again. The work force rose by nearly a half-million in February.

U.S. economy grows 3% in fourth quarter

WASHINGTON — The U.S. economy expanded as expected in the fourth quarter while personal income grew at a much faster pace than previously thought, which should help underpin spending this quarter.
Gross domestic product increased at a 3.0% annual rate, the quickest pace since the second quarter of 2010, the Commerce Department said in its final estimate on Thursday, unrevised from last month’s estimate.
That was in line with economists’ expectations. The economy grew at a 1.8% rate in the third quarter.
However, personal income was US$13.162 trillion at a seasonally adjusted annual rate, US$3.3 billion more than previously reported. Disposable income was US$10.6 billion more than previously thought, likely reflecting the strengthening labor market.
Gross domestic income, which measures output from the income side, increased at a 4.4% rate – the fastest since the first quarter of 2010 – from a 2.6% rise in the third quarter.
The department also said after-tax profits increased at a 1.1% rate, slowing from 2.7% the prior quarter. The slowdown in profits reflects the increase in wage costs as companies step up hiring.
Rising incomes should help to cushion consumer spending against surging gasoline prices. Spending, which accounts for about 70% of U.S. economic activity, grew at an unrevised 2.1% pace in the fourth quarter.

Spring Trip: First Lady Obama, Girls Enjoy Sweet Treats During Visit To Mt. Rushmore

First Lady Michelle Obama on Wednesday enjoyed sweet treats with daughters Malia, 13, and Sasha, 10, as she visited two western states during a private family vacation minus President Obama, who just returned home from Korea. The First Lady and the girls visited Mount Rushmore, near Keystone, South Dakota, and then continued on to Las Vegas, Nevada.
“Mrs. Obama and her daughters are taking a private family trip to the western United States,” said Mrs. Obama’s Communications Director, Kristina Schake.
Mrs. Obama’s trip was not announced to reporters as part of her schedule. Schake confirmed the trip with the Las Vegas Sun after the paper queried about a scheduled special closure at the local airport. Malia is newly reunited with her mother after a class trip to Mexico that was “interrupted” by a huge earthquake. Mrs. Obama and the girls last traveled out west over the Presidents Day holiday in February for a ski trip to Colorado.

Consumer Confidence Reaches Second-Highest Level in Four Years

Consumer confidence last week reached the second-highest level in four years as more Americans said it was a good time to shop.
The Bloomberg Consumer Comfort Index was little changed at minus 34.7 in the period to March 25, close to the minus 33.7 reading two weeks earlier that was the strongest since March 2008.
Over the past three weeks, at least 30 percent of households said they had a favorable view of the buying climate, the longest stretch since early 2008.
An improving labor market is lifting the moods of those looking for work as the unemployed became more upbeat than at any time since January 2008. Job and income growth is providing consumers with the means to withstand higher fuel costs and underpinning sales of cars and other expensive items.
Fewer firings and more hiring “has bolstered consumer confidence despite rising gasoline prices,” said Joe Brusuelas, a senior economist at Bloomberg LP in New York.
“The improvement in the labor market does suggest that households expect to increase purchases of big-ticket durables to replace worn-out stock.”
The comfort index was minus 34.9 in the week ended March 18.
Since its inception in December 1985, the comfort index has averaged minus 15.2.

THE PRESIDENT: Thank you very much. (Applause.) Everybody, please have a seat. Sorry we’re running just a little bit behind, but I figured it’s a great day to enjoy the Rose Garden.
Today, members of Congress have a simple choice to make: They can stand with the big oil companies, or they can stand with the American people.
Right now, the biggest oil companies are raking in record profits –- profits that go up every time folks pull up into a gas station. But on top of these record profits, oil companies are also getting billions a year — billions a year in taxpayer subsidies -– a subsidy that they’ve enjoyed year after year for the last century.
Think about that. It’s like hitting the American people twice. You’re already paying a premium at the pump right now. And on top of that, Congress, up until this point, has thought it was a good idea to send billions of dollars more in tax dollars to the oil industry.
It’s not as if these companies can’t stand on their own. Last year, the three biggest U.S. oil companies took home more than $80 billion in profits. Exxon pocketed nearly $4.7 million every hour. And when the price of oil goes up, prices at the pump go up, and so do these companies’ profits. In fact, one analysis shows that every time gas goes up by a penny, these companies usually pocket another $200 million in quarterly profits. Meanwhile, these companies pay a lower tax rate than most other companies on their investments, partly because we’re giving them billions in tax giveaways every year.

Today, the Obama Administration is announcing the “Big Data Research and Development Initiative.” By improving our ability to extract knowledge and insights from large and complex collections of digital data, the initiative promises to help accelerate the pace of discovery in science and engineering, strengthen our national security, and transform teaching and learning.
To launch the initiative, six Federal departments and agencies will announce more than $200 million in new commitments that, together, promise to greatly improve the tools and techniques needed to access, organize, and glean discoveries from huge volumes of digital data. Learn more about ongoing Federal government programs that address the challenges of, and tap the opportunities afforded by, the big data revolution in our Big Data Fact Sheet.
We also want to challenge industry, research universities, and non-profits to join with the Administration to make the most of the opportunities created by Big Data. Clearly, the government can’t do this on its own. We need what the President calls an “all hands on deck” effort.
Some companies are already sponsoring Big Data-related competitions, and providing funding for university research. Universities are beginning to create new courses—and entire courses of study—to prepare the next generation of “data scientists.” Organizations like Data Without Borders are helping non-profits by providing pro bono data collection, analysis, and visualization. OSTP would be very interested in supporting the creation of a forum to highlight new public-private partnerships related to Big Data.

On January 12, 1962, United States Army pilots lifted more than 1,000 South Vietnamese service members over jungle and underbrush to capture a National Liberation Front stronghold near Saigon. Operation Chopper marked America’s first combat mission against the Viet Cong, and the beginning of one of our longest and most challenging wars. Through more than a decade of conflict that tested the fabric of our Nation, the service of our men and women in uniform stood true. Fifty years after that fateful mission, we honor the more than 3 million Americans who served, we pay tribute to those we have laid to rest, and we reaffirm our dedication to showing a generation of veterans the respect and support of a grateful Nation.
The Vietnam War is a story of service members of different backgrounds, colors, and creeds who came together to complete a daunting mission. It is a story of Americans from every corner of our Nation who left the warmth of family to serve the country they loved. Edward Meagher joined the United States Air Force in 1966. He volunteered to go to Vietnam and spent well over 2.5 years overseas.
Today, Edward has the privilege of working with veterans coming home from Iraq and Afghanistan.
President Obama’s message has been very clear. You stood up for us; we will stand tall for you. He’s ended the war with honor, and he’s brought them home, and he’s doing the same thing in Afghanistan. He understands at a real gut level what these folks have been through.
President Obama has taken a wide view of taking care of veterans who have come back from their service. He’s really addressing all their issues: the medical issues, the transition issues, educational benefits, jobs. They have to have access to jobs. They have to have job training. He’s put real programs in place — programs that work.

On Tuesday, April 3rd, Vice President Biden is traveling to Norfolk, VA to discuss how the Obama Administration is tackling rising college costs. Higher education can’t be a luxury – it’s an economic imperative for every family in America, so that our students and workers are prepared for the jobs of the 21st century.
In the afternoon, the Vice President will answer questions about college affordability on Twitter. People from across the country can ask questions using the hashtag #AskVP and follow the chat live from the @VP Twitter account.
Here’s how you can participate:
